Default Microsoft Outlook 2002 Error 0x800CCC15 Need some Major tech support help!?

I just recently set up e-mail on Microsoft Outlook 2002. It worked OK for 2 weeks, but now I get a bunch of errors.

Sending and Receiving' reported error (0x8004210A): The operation timed out waiting for a response from the receiving (POP) server. If you continue to receive this message, contact your server administrator or internet profider (ISP).

Sending and Receiving' reported error (0x800CCC15) Unable to connect to the network. Check your network connection or modem.

Sending and Receiving reported error (0x80004005): The operation failed.

I can still browse the internet, download, so everything but the e-mail is working. I called COX our provider, but outlook 2002 is an unsupported e-mail program so they couldn't troubleshoot other than "guessing" what the problem could be.

If anyone knows how to fix it please let me know! Thanks!
Some things I've tried -
1. Restarting the computer
2. Deleting and reinstalling the profile
3. Uninstalling and reinstalling outlook

I also double checked that the Ingoing and outgoing servers were correct with COX while on the phone. and they were.
