I am assuming by start up form you really mean you want to create a switchboard with buttons so that any database you design can be used by others who need not go into any of the design views of tables, forms, reports, queries etc. but merely click on a button to access the various elements. In 2007 version, the word switchboard has been changed to NAVIGATION PANEL. If this is what you mean, it is rather different and not quite as easy I think to use as previous versions because it more or less takes the control away from you, the user. Anyhow, to start the process off, merely press F11 function key to display the navigtion panel which will appear as a left pane. After that it is more or less the same as previous versions where you can either drag the elements you have already created or, if you want it to be so that users do not have too much control, as in previous versions, create macros for opening, printing or whatever you want users to be able to do, and then assign those macros to buttons.
