Default Windows Vista Errors?

This is a direct question to people who know the answer, not for those who are guessing.

Being in computers for 14 years, I have learned a lot and applied most of it. One thing I can't understand is Windows Vista and how they have the errors set to appear.

Perfect example, the security center, I had mine turned off... and everytime I booted my laptop, it would show as an error.. why? I went in there and manually changed it, why would it be considered an error? I found a way to get rid of this annoying nuisance, but why this show up as an error every single time?

Another example, try to browse many different websites in a short amount of time, watch what happens.. your window will freeze and that little box will come up saying Internet Explorer has shut down and needs to restart.. the hell for? IE7 for Windows XP does not do that NEARLY as often.

Anyone have any answers for this?
