Default Help: Can recieve but not send emails in Windows Mail (Vista)!?

I just recently got Windows Vista (Home Premium) and an email account that worked fine in Outlook Express on my old Xp computer doesn't seem to be able to send emails but recieves them fine. The error message I get when I try to send emails is:

"The connection to the server has failed. Subject '<email subject written here>', Account: 'pop.usyd.edu.au', Server: 'smtp.usyd.edu.au', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E"

I tried sending my mail with Windows Live OneCare Virus and Spyware monitoring turned off, but still got the same error.

I also tried changing the smtp port from 25 to 587 but this still produced the same error message (with "...Port: 587..." instead).

I was wondering if there was anything I could do to fix this. The account is an a account that my university gave me and is set up exactly as their instructions said to (note: instruc were for Outlook Express but this shouldn't change anything).
