I heard you can get the Windows Vista taskbar to have the 'glass effect' like the boarders in Aero. Any help on how to do this?

Also I've downloaded this theme:

When I set it the taskbar is not transparent, anyone know why?
Inside one of the folders In the rar I downloaded it in there are .MUI files (Msstyles.mui), which I can't open, anyone know a program I need to open it?
