Can a office network be set up on microsoft server 2000 in 3 hours?

that previously had symantec on it, but had it removed.

the office has 10 computers in total, 1 is a server, 9 are desktop pc's where useres from the office log in, make documents, browse internet, do daily work, etc.

current status, some computers in the network are unable to access shared files/folders.
