you can try a fix install using free Unofficial Windows 98 SE Service Pack 2.1 Final.

Do a reinstall over the exisitng one. This will replace the missing dll files.

Do not do a complete wipe install - just a "refresh install".

Once you have done that make sure you visit windows update.

If you have installed any service packs after your original installation (e.g. SP2 or SP3) the you might have to do a "slipstream" install.

Google time.

If you have the Windows 98 CD all you need to do is reinstall.
(If the error is generated by windows & not another program)

If you do not have the CD tell us which dll files you are missing so we know how to start helping you.
