How do I get on? It's all in my question. lol.

If you have a chance to get on a second pc that you can download stuff get a password cracker you can download it on a cd and boot off of it then you can change passwords if you dont have interenet access and have NO other chance but have to get on it reload windows on it. thats what i would do.
