Why wont Windows XP load? Unmountable Boot Volume error?

Why wont Windows XP load? Unmountable Boot Volume error?
Each time my laptop starts it says Unmountable Boot Volume error then asks to reboot normal or safe mode, etc. Anything I choose it just reboots over and over.
I tried to put in the Windows XP cd and reboot it, and it wont even read the CD. Please help.....
