Default installing east asian language on win XP but not working please help?

so i'm trying to install the east asian language on my computer when i try and apply and install it goes to say "insert windows xp professional service pack 2 cd" which i do not have at all, but i was looking around to find another way. and i located the file on my C Drive, i386 file. i try and install that but another error comes up that i can't find an answer for which is "cplexe.exe file not found. please verify the correct file name was given." can someone please help me fix this? i'm trying to use this language program and its basically worthless if i can't get the east asian language installed.
